Peer Reviewers usually form part of a multi-disciplinary team and their knowledge and expertise ensure our work is based on current practice and experience. This work is carried out in person or at times on a remote basis.

HIW is the independent inspectorate and regulator of healthcare in Wales. We inspect NHS services, and regulate independent healthcare providers against a range of standards, policies, guidance and regulations to highlight areas requiring improvement.

Rate of pay: £275 per day, plus travel and subsistence expenses

Duration: Three years with possibility to extend

Purpose of post

Healthcare Inspectorate Wales (HIW) inspects NHS services and regulates independent healthcare providers against a range of standards, policies, guidance and regulations to highlight areas requiring improvement.

We use Registered Mental Health Nurse Peer Reviewers across a range of our activities, including inspection, review and investigation of both Independent Healthcare and NHS services across Wales. These include, but are not limited to:

  • NHS Acute and Community Hospital Inspections
  • Independent Healthcare Inspections
  • Mental Health Unit Inspections
  • Learning Disability Services Inspections
  • Independent Healthcare Registration visits
  • Special and Thematic Reviews

We are recruiting Registered Mental Health Nurses with specialised experience in Electroconvulsive Therapy (ECT).

HIW will utilise your knowledge and skills to ensure that our work is based on current practice and experience. This helps us to highlight good practice and to reinforce and share healthcare standards within both the NHS and Independent Healthcare Sector for public assurance and improved service for patients.

Key tasks

  • Work as part of an Inspection team, under the support and direction of HIW staff.
  • Travel throughout Wales to inspect the physical environment, polices / procedures, equipment, certification, patient and other records within healthcare services.
  • Undertake interviews with staff and patients.
  • Manage time effectively, including preparation for the inspection visit through reading pre-inspection intelligence reports and previous inspection reports.
  • Respond to issues of concern as appropriate and in discussion with the HIW Inspection Manager.
  • Make observations and recommendations based on own clinical and professional judgement, taking into consideration clinical rationale, the views and interests of patients, and the implementation of any relevant Regulations and Standards.
  • Make accurate and comprehensive records of findings during the visit and using the inspection tools and contribute to the feedback meeting at the end of the Inspection using the evidence gathered. 
  • Review and comment when necessary and prior to publication to ensure the accuracy of inspection reports.
  • Undertake shorter, focussed follow-up inspection visits (as required).
  • Demonstrate respect and understanding of diversity and citizenship of staff, patients and others.
  • Attend induction and other training deemed necessary by HIW.
  • Act as an ambassador for HIW through promoting the work of the Inspectorate and sharing best practice.

Job Specific Criteria

Essential Criteria

  • Current and relevant registration with the Nursing and Midwifery Council (NMC). 
  • A minimum of three years’ substantive clinical practice experience. 
  • Up‑to‑date knowledge and training in the Mental Health Act 1983 and associated Code of Practice, Safeguarding (adults and children), the Mental Capacity Act, and the Deprivation of Liberty Safeguards.
  • Specialist experience in the delivery and management of Electroconvulsive Therapy (ECT).
  • Evidence of continuing professional development.
  • Experience and good understanding of clinical governance including effective implementation and monitoring of clinical and professional standards.
  • Experience of risk management processes, including effective incident reporting and complaint handling.
  • Report writing skills.
  • Demonstrable commitment to equality and diversity.
  • Excellent interpersonal, communication and listening skills.
  • A highly professional patient focused approach, with strong values of safe, compassionate person-centred care.
  • Excellent observational, assessment and analytical skills. 
  • Ability to work effectively on own, and as part of a team.
  • Able to effectively and independently use a range of IT systems and devices. 

 

Desirable criteria

  • Currently in clinical practice.
  • Experience of nursing practice in a variety of settings.
  • Evidence of working with vulnerable people.
  • Previous experience of inspection, audit and /or quality assurance processes.
  • Knowledge and understanding of the objectives and priorities of HIW.

Peer Reviewers will gain valuable experience in inspection and review processes, while enhancing their analytical, drafting, teamwork, and communication skills.

Working with HIW offers Peer Reviewers the opportunity to bring best practice back to their own organisations.

To support this role, Peer Reviewers will receive an induction, dedicated training days, and regular check-in sessions, all contributing to their Continuing Professional Development (CPD).

Work Pattern

Peer Reviewers will be engaged under a framework agreement, allowing services to be provided on a flexible basis, including out-of-hours work. Under this arrangement, HIW is not obliged to offer assignments, and Peer Reviewers are not obliged to accept them. Assignments will be issued by HIW as and when services are required.
