We have published our Mental Health Monitoring Annual Report 2021-2022

The report sets out our assurance activity and findings during the period from April 2021 to March 2022, and explores the standards of care being delivered by mental health and learning disability healthcare services across Wales during this time.

Our key role is to check if mental health patients are receiving safe and effective care. The areas we inspected against included;

  • Considering whether care and treatment plans were effective
  • Considering whether levels of patient observation were appropriate
  • Checking to see whether ‘Least restrictive’ practices were in place where possible. 

During the reporting period we inspected:

  • 26 on-site inspection and focussed reviews:
    • 12 NHS settings
    • 14 independent healthcare settings
  • 12 Quality Checks:
    • 10 NHS settings
    • 2 independent healthcare providers

During the 2021 – 22 reporting period, we reviewed 738 notifications of incidents received about events relating to patient safety that occurred within independent mental health and learning disability healthcare settings. This was significantly higher than the number of notifications we received in 2020-21.

In addition, we received 759 requests for a visit by a Second Opinion Appointed Doctor (SOAD). This represents a slight increase from the April 2020 to March 2021 requests, however in general remains consistent with figures from previous years. 

Although our work allowed us to observe some examples of good practice across different aspects of service delivery, significant improvement was often required and there was a large degree of variability in the quality of care delivery.
