Secondment Opportunity: Develop HIW’s New Approach to Maternity and Neonatal Assurance
Healthcare Inspectorate Wales (HIW) is offering an exciting nine-month secondment for an experienced Project Lead to shape the future of maternity and neonatal service assurance in Wales.

This pivotal role will drive the design and delivery of a brand-new inspection methodology – a ground-up approach informed by national policy, clinical standards, and the experiences of women, parents, and families. The project will set the benchmark for how HIW inspects these complex and high-risk services, paving the way for future models of NHS service assurance.
What’s involved?
- Leading the development of an innovative inspection framework for maternity and neonatal services.
- Collaborating with clinical experts, policy leads, and stakeholders to ensure the methodology is evidence-based and aligned with best practice.
- Managing the full project lifecycle – from planning and fieldwork design to reporting.
Who are we looking for?
A dynamic professional with:
- Clinical governance expertise in maternity, neonatal, or related areas
- Strong understanding of maternity and neonatal care pathways, including risks and complexities
- Knowledge of Welsh healthcare policy, such as the national Quality Statement for Maternity and Neonatal services
- Proven ability to engage and communicate with diverse stakeholders, including clinicians, policy leads, and internal teams
- Experience in developing or applying assurance methodologies in healthcare or regulatory settings
- Excellent observational, assessment, and analytical skills to interpret complex information and create practical inspection tools
