Birth Centre praised for individualised care and strong leadership, with areas for improvement identified

Healthcare Inspectorate Wales (HIW) has published a report following an unannounced inspection of maternity services at Ysbyty Ystrad Fawr Birth Centre in Ystrad Mynach, managed by Aneurin Bevan University Health Board.

The two-day inspection, carried out in June, focused on a freestanding midwifery-led unit that offers low-risk births, as well as antenatal and postnatal care, without on-site medical cover.

Inspectors found that women and birthing people received care that was dignified, respectful and tailored to their individual needs. The Birth Centre provided a welcoming and homely environment, with staff demonstrating compassion and professionalism throughout. Health promotion was actively supported, and bilingual resources were available. Individualised care planning was evident, and timely access to care was generally well managed.

The inspection also found that safety and clinical effectiveness were underpinned by robust risk management processes, clear safeguarding procedures and well-coordinated emergency protocols. Equipment and medicines were appropriately managed, and electronic records supported safe and efficient care delivery.

Leadership within the Birth Centre was visible, approachable and supportive. Governance structures were in place, and staff felt confident raising concerns. Training compliance was high, and staff morale was positive. Quality improvement and partnership working were evident across the service.

While the overall findings were positive, HIW has recommended several areas for improvement. These include improving the signage across the hospital to ensure clear directions to the Birth Centre, improving communication around accessing the service out of hours, and considering relocation of the neonatal resuscitaire unit to maintain privacy and dignity. The report also encourages continued progress towards full implementation of the Midwifery Unit Standards and a review of security measures in light of increased footfall across the site. In addition, the leadership structure and the number of dedicated maternity governance staff across the health board requires review.

Our inspection found that compassionate and individualised care is being delivered by staff at the Birth Centre in a welcoming and supportive environment. We were encouraged by the service’s strong focus on safety, professionalism and equality, and by the positive culture described by staff. However, we also identified several areas where improvements are needed to strengthen consistency and governance. These include out of hours access, signage and leadership capacity. We will continue to engage with the health board to ensure meaningful progress is made against these findings.
