Healthcare Inspectorate Wales (HIW) is the independent inspectorate and regulator of healthcare in Wales. We inspect NHS services, and regulate independent healthcare providers against a range of standards, policies, guidance and regulations to highlight areas requiring improvement.

Role: Dental Peer Reviewer

Rate of pay: £375 per day, plus travel and subsistence expenses

Duration: Three years with possibility to extend

Purpose of post:

Healthcare Inspectorate Wales (HIW) inspects and reports on the quality, safety and effectiveness of NHS bodies and independent healthcare providers across Wales.

As a Dental Peer Reviewer, you will work alongside HIW to carry out dental inspections at both private and NHS dental practices throughout Wales.

HIW will utilise your knowledge and skills to ensure that our work is based on current practice and help us to highlight concerns and excellent practice for Health Boards and other healthcare providers. The provider is then asked to address recommendations which will lead to an improved service for patients.

Key tasks:

· Work with HIW under the support and direction of HIW staff

· Travel throughout Wales to inspect the physical environment, policies/procedures, equipment, certification, patient records, and other records within healthcare services.

· Interview dentists, other members of the dental team and patients

· Manage time effectively to ensure you are fully prepared for the inspection visit and to read pre-inspection intelligence and previous inspection reports

· Make observations and recommendations, based on own clinical and professional judgement, taking into consideration clinical rationale, the interests of patients, and the implementation of any relevant Regulations and Standards

· Respond to any issues of concern as appropriate in discussion with the HIW Healthcare Inspector

· Make a record of your findings during the visit using the inspection tool/s and contribute to the feedback meeting at the end of the inspection using evidence gathered.

· Review inspection reports for accuracy prior to publication

· Attend any induction and training deemed necessary by HIW

· Act as an ambassador for HIW by promoting the work of the Inspectorate and sharing best practice

· Involvement in the creation and amendments of inspection methodology documentation (as required)

Job Specific Criteria:

Essential criteria

· Bachelor of Dental Surgery (BDS/BChD) or equivalent

· Full and current General Dental Council (GDC) registration

· Substantive practice experience of at least five years – to include current clinical practice

· Demonstrate compliance with GDC requirements for Continuing Professional Development (CPD), and up-to-date evidence to be provided on completion and compliance on all mandatory courses within your GDC registration, including and not exhaustive of - IRMER, IPC, IG, Safeguarding (at the required level for your current role), manual handling, DoLS

· To take responsibility for own professional development ensuring professional standards are maintained and mandatory training in date

· Experience and good understanding of clinical governance including effective incident reporting and complaint handling

· To maintain professional knowledge and awareness of current developments within dentistry

· High quality report drafting skills

· Knowledge of professional standards and regulatory requirements

· Demonstrable commitment to equality and diversity

· Excellent interpersonal, communication and listening skills

· A highly professional patient focused approach, with strong values of safe, compassionate person-centred care

· Excellent observational, assessment and analytical skills

· Ability to work effectively on their own and as part of a team

· Able to effectively and independently use a range of IT systems and devices

Desirable criteria

· Experience of dental practice in a variety of settings to include an understanding of contracting agreements and the relationships in place between Dental Practices and their relevant Health Board

· Previous experience of auditing and inspection

· Knowledge and experience of conscious sedation and implantology advantageous

· Member of professional groups and organisations

· Some understanding of the objectives and priorities of HIW

Development opportunities:

Peer Reviewers will gain inspection and review experience and will improve their analytical, drafting, team working and communication skills.

Working with HIW provides Peer Reviewers with the opportunity to take good practice back to their own work areas.

Work Pattern

Peer Reviewers will be issued with a framework agreement to provide services on a flexible basis.

Under this arrangement, HIW is under no obligation to issue assignments and Peer Reviewers are under no obligation to accept assignments. HIW will issue assignments when services are required (up to 1.5 days per inspection).
